Opening in the field of political psychology, a research of socio-political development of the modern society allow to mark that in case of establishment of the authoritative principles of control formation of democracy is in a development stage. In the conditions of ideological non-uniformity and use of psychological technologies of handling by the power by society, relevance of a subject of psychological handling consciousness of voters is caused not only complexity of a political

situation in the country. The question of vulnerability of citizens from psychological handling lies as well in the plane of political and psychological education of citizens. In case of the low level of psychological and political education of citizens, often in curricula “Political science” isn’t provided at all. Therefore the observed tendency of psychological handling mass consciousness of voters with the low level of psychological and political education is certainly the braking factor of

formation of democratic principles in society of the 21st century.


In the 20th century in case of origin of new transmission media of information also new instruments of manipulation with consciousness of voters – television and the Wide area network (Internet) appeared. Boundless opportunities of the modern mass media use manipulation as a method of the hidden control of people. Citizens are psychological hostages of communication technologies where Mass media (further media), appearing as the very pointing device of the power, are the communicative means resounding this or that manipulation of the power.


Let’s note that decision making process depends on the logiko-analytical device of the individual and consists of process of adoption of information and its analysis.

Control of consciousness of voters on the eve of the upcoming elections is often exercised by means of technologies of a psychological manipulation and programming of consciousness of citizens. If the instrument of programming is the city newspaper – that as an object of a manipulation followers – residents of this city act. If the instrument of manipulation is the federal television channel – all residents of the country act as subject to manipulation. Psychological manipulation is performed by

means of as interpersonal manipulation, and by means of manipulation with consciousness of the person. A task of manipulators – transformation of views, opinions, installations of citizens and impact on their consciousness in the direction, necessary for the manipulator. At the same time the pilot manipulator involves both conscious, and unconscious components of mentality of the person. For example, in the course of psychological manipulation with consciousness of voters the factor of “the temporary memory size” which allows to reveal and characterize the messages facilitating storing is considered. The found “time memory size” consists in the following: the complete message shall keep within an interval from 4 to 10 seconds, and separate particles of the message – intervals from 0,1 to 0,5 seconds.


Consciousness of voters also use of a factor of recognition is among manipulative technologies. In the course of psychological manipulation with consciousness the recognition factor analysed by V. P. Sheyn plays a key role as it generates false feeling of acquaintance at citizens. The effect of recognition is much more important for the manipulator, than a conscious consent of voters with statements of the candidate. Effective use by the manipulator of a factor of recognition becomes further a prerequisite of receipt of the expected result – a consent of addressees to interaction with the manipulator as it is psychologically perceived “as the”.


Therefore it is so important for the manipulator by means of media to achieve recognition among voters. Fight which is conducted during the election campaign candidates for power structures for an air is explained by it. At the same time the crucial role is played by the factor which received the name "administrative resource". Different authors call various percent of influence of "an administrative resource" on results of elections (from 5% to 99%), however practically all agree

that it is necessary to consider influence of this factor. In practice of the electoral companies cases when the candidate manipulator refused televised debates with other candidates took place, thereby having deprived of them an additional air, but on a post rank daily had an opportunity to be present at reportings of a news at all regional TV channels.


By specialists psychologists in the field of a manipulation consciousness of the person a number of psychological laws including the law of storing which cornerstone involuntary storing is are opened. For example, through media the flow of chaotic messages, instead of one connected idea which the person will be able to consider and make the conscious decision is created. But the decision it can be not for benefit of the sender of information. Chaotic messages are postponed in memory and work latently, one subconsciousness more, at the same time the following psychological laws work:


. Law of the region: the message which is in the beginning or at the end is remembered quicker, than the data which are in the middle. This law is researched by the

German psychologist Mr. Ebbingauz.


. Law of incomplete action (or effect Zeygarnik): this psychological law says that incomplete action is remembered stronger, is remembered longer finished on average

for 50%. On the contrary, complete action promotes.


. Law of emotions: the more emotions information causes in the person, the better it is remembered. Emotions quicken associations, new images and messages which “awake” them. At the same time for the manipulator it is even unimportant how the person will treat the message which he will remember involuntarily.


. Law of interest: information attracting interest or curiosity is remembered easily. The domestic scientist Strekalov V. V. in the researches notes that “the selective technologies of intended distribution of rumors on an entrance to the polling precinct to ballot day and slogans on the district in the form of appeals to specific action concerning the candidate have a certain potential of impact on electorate”


. Law of strengthening of the first impression: the first impression from remembered is stronger, the image is brighter; than more channels on which there is information, that storing is stronger.


In system of a psychological manipulation consciousness of masses powerful weapon are rumors which shall be significant for object of impact (i.e. to infringe on urgent interests of social group or society in general); to be to the person clear both transferring, and accepting; to have considerable value for the accepting person; to be well prepared and to be under control. In practice for creation of hearing three methods are used: equalization, protrusion, likening. Let’s note that in case of equalization rumors shall be short and simple as are subject to oral transfer; in case of protrusion from the big text take only the key moments, when likening – hearing reflects the available stereotypes, ethnocentrism and prejudices.


In impact on the voter during the electoral company forms and methods of motivation to the “correct” vote are widely used. The media engaged by the power, creating an image of “elected representative of the people”, carry out the following political tasks: “make” the candidate the famous, recognizable, i.e. public politician; create positive image (image) of the candidate in the opinion of voters, doing it more attractive, than at competitors. Thus the power, keeping control over traditional mass communication channels influences forming of public opinion.


Among methods of a psychological manipulation, in our opinion, the following is most effective: profitable comparison of candidates, "shutdown of mind of voters" on emotions, bribery of voters, vote in "image", deception, the false idea, making obviously impracticable promises by the candidate, falsification. In this context we will note that only 6% of our fellow citizens read and listen to election programmes. The others - are guided by the spontaneous principles "it is pleasant - it isn't pleasant". Moreover, most of voters badly imagines a limit of powers of a position for which the candidate applies. And candidates make any promises answering to requests of voters. Subsequently to avoid accusation in deception, these promises are stated in categories of intentions: "I know how to make it and it shall be made!", and voters, without having skills of the analysis of information blocks, perceive told as the direct promises matching their expectations. Thus, process of penetration into consciousness of voters of technologies of a manipulation in general bears negative impact on socio-political processes.


In modern communication process of the power and civil society has contradictory character. Integration of media into a communicative paradigm of the power does them by the very manipulator reflecting interests of the power, but not society. In this context the phenomenon of psychological manipulation with mass consciousness of voters practiced in the course of the electoral companies with use of methods of manipulation with consciousness of the person negatively influences the relation of citizens to institute of elections. Forming of mass political consciousness of citizens free from psychological handling technologies is important for natural

development of democracy in the country.


There is a large number of acceptances of psychological impact (manipulation). Some of them are available to mastering only after long practice (for example, the NLP),

some most of people in life freely uses, sometimes even without noticing it; it is enough to have ideas of some acceptances of manipulative impact already to be protected from them; for counteraction to others it is necessary quite good to own such acceptances (for example, the Gipsy psychological hypnosis), etc.


We will consider underwritten acceptances of a manipulation equivalent groups by efficiency. In spite of the fact that each block precedes the name inherent in it, nevertheless it is necessary to pay attention that specifics of acceptances of impact on subconsciousness very effectively affect one and all, irrespective of specific target audience or standard features of the identity of this or that person. It is explained by the fact that the mentality of the person in general has single components, and also the increased efficiency of developed techniques of the manipulations existing in the world differs only with insignificant details, and from

1. False asking again, or deceptive amendments. In this case the manipulative effect is reached because the manipulator pretends that it wishes to understand better something for itself, asks again you, however repeats your words only in the beginning and further only partially, bringing in a sense you earlier told other sense, thereby changing a general meaning told to please itself.


In that case it is necessary to be extremely attentive, always to listen attentively to what speak to you about, and having noticed a dirty trick – to specify early you told; and to specify even if the manipulator, pretending what doesn’t notice your aspiration to refining, tries to pass to other subject.


2. Deliberate haste, or jumping of subjects. The manipulator in this case aims after scoring of any information – to pass hastily to other subject, understanding that your attention is right there reoriented on new information, so the probability that former information which wasn’t “protested” will reach subconsciousness of the listener increases; if information reaches subconsciousness, then it is known that after any information appears in unconscious (subconsciousness), through time it is

And if the manipulator in addition strengthened the information emotional loading, and even entered it into subconsciousness by a coding method, then such information will appear at the moment necessary to the manipulator which he also will provoke (for example, using the principle from the NLP, or, in other words, having activated a code).


Besides, as a result of haste and jumping of subjects, becomes possible for rather small period of time “to sound” a large number of subjects; so censorship of mentality won’t manage to pass everything through itself, and the probability that a certain part of information will get into subconsciousness increases, and will already influence from there consciousness of a subject to manipulations in profitable to the manipulator a key.


3. The aspiration to show the emotional neglect, or a pseudo-carelessness. In this case the manipulator tries as it is possible bezrazlichny to perceive both the interlocutor and the obtained information, thereby unconsciously forcing the person to try to convince by all means the manipulator of the importance for it. 4. False lameness, or imaginary weakness. Or, for example, it is possible to show the tranquility and an absolute emotional neglect to anger of the manipulator, thereby having confused him, so to deprive of it

a manipulative benefit. It is possible most to excite sharply rate of own aggression speech acceptances along with an easy contact of the manipulator (its brush, a shoulder, a hand …), and additional visual impact, i.e. in this case we intercept an initiative, and by means of simultaneous impact on the manipulator by means of a visual, audialny and kinaesthetic irritant – we enter it into a trance condition, so and dependences on you because in this condition the manipulator itself becomes object of our impact, and we can enter into his subconsciousness certain installations since it is known that in an anger condition any person is subject to coding (psychoprogramming). 7. Big speed, or unjustified haste. In this case we have to speak about aspiration of the manipulator due to the imposed excessively bystry tempo of speech to push some ideas, having achieved the statement by their subject to manipulations. Similar becomes possible and when the manipulator, being covered allegedly with lack of time, tries to obtain from subject to manipulations incomparably bigger than if similar occurred during the long period of time for which subject to manipulations would manage to consider the answer so and not to fall a victim of deception (manipulations).

8. Excessive suspiciousness, or calling of the compelled justifications. The similar type of manipulation occurs in case the manipulator plays suspiciousness in any question. 10. Authoritativeness of the manipulator, or deception of the power. This type of manipulations proceeds from such specifics of mentality of the individual as worship of authorities on any area. 14. Irony, or manipulations with a smile. Manipulations are reached because the manipulator chooses initially ironic tone as if unconsciously calling into question any

Impact methods on mass media audience by means of manipulations


1. Principle of a first priority. The essence of this method is based on specifics of mentality which are arranged in such a way that takes on trust information, the first arrived in handling by consciousness. The fact that later we can obtain more reliable information often doesn’t play a role any more.


In this case the effect of perception of primary information as the truth especially as directly it is impossible to understand its contradictory nature works. And after – it is already rather difficult to change the created opinion.


The similar principle is rather successfully used in political technologies when to the competitor (by means of media) a certain accusatory material (compromising evidence), thereby is transferred:


a) creating negative opinion on it at voters;

b) forcing to justify oneself.

(In this case impact on masses way of widespread stereotypes that if someone justifies himself, it means goes it is guilty).


2. “Eyewitnesses” of events. There are allegedly eyewitnesses of events who with necessary sincerity give information beforehand transferred to them by manipulators, issuing it for own. 12. Method of “old reaction”.
